For many companies, contracts are a more meaningful and extended way of putting potential full-time employees through probation. There's a lot of factors to consider like the availability of jobs, company stability and growth outlook, etc.
This is just my take on it -- I'm in no way an employment consultant or anything so please don't sue me if it doesn't work out :D
